
Proactive filter distribution during water infrastructure upgrades
In the small town of Coalton, West Virginia—population 184—residents are receiving extra protection during a major water infrastructure upgrade. As the town replaces potable water lines and updates its treatment plant, TruePani, in partnership with the West Virginia Department of Health, is distributing pitcher filters with six-month lead-removal cartridges to households where service line disturbances may temporarily increase lead levels.
This initiative is part of a statewide effort supporting 175 eligible water systems, and includes not only filter distribution, but also software, technical assistance, communication support, and sampling. In Coalton, 106 households have received filters, with the option to request additional cartridges to maintain continuous coverage.
Innovative delivery and communication for rural needs
Coalton’s rural setting presented unique challenges. Many residents rely on PO boxes and lack traditional street addresses, making direct delivery difficult. Instead of letting logistics slow progress, the team partnered with Mayor Jim Rossi to create a central pickup location at his home—ensuring every resident could access their filter easily.
Communication was also tailored to the community’s needs. With limited broadband access and an older population, digital outreach wasn’t enough. TruePani used flyers, stickers with the town’s logo, and clear messaging about the free filters to build trust and awareness. These efforts helped residents understand the importance of the project and feel confident in the support they were receiving.
Looking ahead
The Coalton project runs from November 2023 through September 2025, with the potential for renewal. It’s a powerful example of how proactive planning, creative problem-solving, and community-centered communication can ensure safe drinking water—even in the most rural settings.
